Solution approaches based on operations research provide support for a range of academic and administrative problems at higher education institutions. This paper presents a novel approach to the capacity planning problem that determines the number and type of classrooms needed for an institution's program and course offerings. The approach consists of three sequential stages. The first two stages generate estimates that create the input information on course demand forecasts to be used in the third stage, which solves a mixed integer linear programming  model (MIP). The model incorporates certain short term conditions that affect decisions in the long term. The experiments conducted found that restrictive with allocation policies increased both costs and the number of new classrooms that would have to be built.
